Health Insurance Connector


The Connector is established as an independent public authority to facilitate the purchase of health insurance for individuals and small businesses. A 10-member board governs the Connector. Jon Kingsdale is the Executive Director. Visit the Commonwealth Connector.


The Connector will offer health insurance plans to individuals and small businesses. Products offered through the Connector must provide "high quality" and "good value" as determined by the Connector Board. Small businesses enrolling through the Connector are not required to make premium contributions, but must agree to participate in a payroll deduction program so that employee contributions may be made on a pre-tax basis. Larger businesses may also use the Connector to arrange for coverage for their non-benefit eligible employees.

The Connector will:

  • Administer Commonwealth Care--a new subsidized insurance program for individuals at or below 300% of poverty. Premiums will be set on a sliding scale. Program was available to those at or below 100% of FPL on October 1, 2006. Program will be available for 100.1% FPL-300% FPL beginning January 1, 2007.

  • Offer commercial insurance products sold through the Connector for individuals with incomes over 300% of FPL beginning on May 1, 2007 for coverage beginning July 1, 2007.
